On April 1, 2024, The University of Tokyo (Headquarters: Bunkyo-ku, Tokyo; President: FUJII Teruo) established the Center for Coproduction of Inclusion, Diversity and Equity.
The University of Tokyo has promoted support for persons with disability and gender equality centered on the Disability Services Office and the Office for Gender Equality, which were established in 2002 and 2006, respectively, with a commitment to creating an inclusive campus. Accordingly, the University adopted the University of Tokyo Statement on Diversity & Inclusion (D&I) in 2022 and established the Guidelines for Students on Diversity of Sexual Orientation and Gender Identity in 2023 as well as implementing other measures.
This new center, also called “IncluDE,” has been established by integrating these two offices with the aim of strengthening research functions in relevant fields and promoting DEI (Diversity, Equity, and Inclusion) activities more comprehensively. Through its efforts to connect various activities and research based on challenges faced by those in need and to promote gender equality and accessibility, IncluDE will endeavor to coproduce academic knowledge that will make it possible to realize a society where no one is left behind.
To commemorate its 150-year anniversary in 2027, the University plans to build the D&I Tower (provisional name) to house the center in 2026, which will function as a base for boosting DEI measures, where Japan lags behind the rest of the world.

At IncluDE, we believe in the power of “coproduction.” This means that your voice, your ideas, and your dreams are not just welcomed—they are essential. Our motto, “Nothing about us, without us!” is a testament to our commitment to ensuring that every member of our community is an active participant in shaping the future of our campus and beyond.
Five goals of IncluDE
- Coproduce research results with persons with disability and others in need
- Achieve a virtuous cycle of synergy between research and practice
- Achieve gender equity
- Provide a seamless support system that covers every stage of life
- Respond to the needs of contemporary intersectionality
Under these goals, the DEI Implementation Division of IncluDE works towards a better campus environment and provides support with an integrative administrative structure. In addition, the DEI Research Division brings together DEI-related researchers who are scattered throughout the university in various faculties. The Office for DEI Coproduction Strategies connects these two sections to create a virtuous cycle of synergy.
IncluDE also provides comprehensive DEI education and training for faculty, staff, and students. This initiative aims to sharpen the university community’s sensitivity towards human rights and cultivate empathy in them as global citizens who proactively pursue the realization of DEI in society.
